Any ideas for classroom management that would be fun and not me scolding a student for using cell phones in class?

I would lay the groundwork rules from the beginning of the class. If a student breaks the rules, speak with them after class and document this and add to their file.

I like the idea of talking to the student one-on-one if the problem is one that repeats and disturbs other students. In class, it is a good idea to remind students to mute their phones and that they need to leave the room if they have to take or make a call. It is also helpful if there is a way to reward students who do not disturb others.
