The issue is that people who are in stressful situations sometimes make emotional decisions as opposed to rational decisions. This is why the government seeks to protect them in certain settings. Safe Harbors

Shakiyah, Many people felt that the Safe Harbors had loopholes that had a cause and effect on student retention. Many admissions representatives had a percentage of their performance evaluated based on enrollments and graduation rates. The regulations that went into effect in 2010 eliminated that possibility.
