Establishing rules on first day
I like to engage the students to participate in establishing rules and boundaries during our first class. If they participate in the rule making process they recognize their opinion matters and the rules will also matter. This is a proactive approach to establishing a safe learning environment.
I agree, engaging the students in the process has had the best outcome for me. I know the safety guidlines but I go over examples with my students and have them come up with proceedures to guard aginst accidents since we are learning on large, heavy equipment a moments lapse can have tragic results. Just telling them not to do something is like telling them don't push the red button.

I like how you said to get the student involved in rule making, as a new teacher, I think I will implement that in class by informing them what am expecting from them and ask them what do they think?

I agree. Giving students the opportunity to help make the rules gives them a since of ownership in the class.
I like to go over the rules the first day, and explain how they relate to the job they will be doing in the field. This sets up a general discussion of the "why" behind the rules, as some students rebel against anything called a rule.

At my school we review the syallbus the first day. Then we go over the inistituinal rules and then come up with additional classroom rules.
