no-homework Ned
I had a student in my last class that didn't do any of the homework and was late to most, if not all of the classes. It was a one night a week class in a 6 week term. I feel I gave him every opportunity to make up his work and yet on the last day of class he still had nothing for me. If it weren't for the homework, he would have passed the class. Any suggestions on what else I could have done?
You did all you could do and gave the student ample time. No regrets.
I just wounder if there was a reason the student was late most of the time and wasn't prepared for class and if that student would have benefit from taking the class at a different time - if it was offered at a different time.

Great ideas! Homework should serve as reinforcement based on what has been taught. All homework should be meaningful and purposeful to the course objectives.

These are a few suggestions I have about the situation at hand is:
Place a reminder notice on board as the due date nears.
Create homework with more than one step. Meaning create projects where the final score will be reduced based on previous portions of the assignment was incomplete. Make the project have several portions all due on different due days.
Make student the presenter. Have student's assignment presented to the class as a whole.
These are a few of my ideas to increase the level of homework completed.
I am usually very strict with my assignment deadlines. I lay out expectations very clearly - and let them know they can still turn it in, however for partial points. I have had many students that haven't passed for this same reason of not turning in homework.
This has come up during meetings I have attended where other instructors have asked the same thing. Where is that line where we have met our responsibility as an instructor and the responsibility now lies with the student? I definitely think there is a balance here. We cannot make or do an assignment for a student. If the course expectations are clear and we are doing our best to support and encourage that student then the ball ultimately lies in their court to do the work. Think about it this way....even if you show up to work everyday, if you sit there and do nothing you won't have a job anymore!!

You did your part and more! I am sure you gave this student a firm talking to, and sometimes you even have to get the DOE involved.
