Reducing student cheating by getting students to understand the material.
The best way I have found to stop students from cheating is to make sure the students understand the material and developed relationships of trust with them.

Simply teach those who want to learn, and those who are not as interested, motivate and encourage them as much as possible without taking away from those who truly want to learn.

I agree. If the students understand the materials they are not going to take the risk of getting caught cheating. How to get them understand the material is perhaps the question. Most students want to learn and prepare for their chosen field. Why else would they be enrolled in higher education. There are some students, despite the motivation to succeed, don't put in the effort and are unprepared for the exam. What can you do?
