Technical issues are major factors in the quality of the learning.  It frustrates the learner and increases alienation. Students should email the instructor immediately and acknowledged for his/her attempt to participate.  

The instructor should engage in extensive preplanning the lesson plan to assure the learning of every student despite differences in styles, levels of understanding, participation and more.

I found this helpful in the course start and guiding student expectations and preparation.  

There are options for the instructior to engage students for effective learning.  Basic to the engagement are resources and relationship building.
