The instructor needs guidance on the direction of the course. Also, students need to know what they'll be expected to learn throughout the course. The also need to know what they'll be able to accomplish with the knowledge gained during the course.
Students need to have a definite idea of what is expected of them. Otherwise, this can lead to anxiety and hamper their learning.

I think the Instructor/ Program Director has to be realistic with regards to goals and objectives for a course. And this is only possible if the course is well planned, reviewed and reasoned.
Developing a course is a time consuming task, and each course has to be reevaluated for its pros and cons occasionally and with every new batch of students, to ensure it's credibility & significance as part of the curriculum.

So the students can stay focused. I see many of them are "ADHD" but then you have that mixture of students with ones that learn at a slower pace. So, if they all have them same set goals and objectives for the course it will be easier for all.

Having clear goals and objectives is important because it helps set the stage and the direction for how you want to structure your course, as well as, provides the instructor with good preparation for the students and their needs. If you as the instructor are clear, it helps with keeping the students focused and clear.
After the first class students are well informed about goals and objectives. They are provided with a series of printouts to have the information always available.

I think it is important to put the goals and objectives in the syllabus for the reasons you mention. This way you can refer to them throughout the course and by being in print they serve as a ongoing reminder to students.
