I agree, no matter how much you may need to stay in contact with your students , them having your cell phone number is a big"NO". They are not friends, family or co workers. They do not need to reach you at all hours. For that we have email. This could be misconstrued as fraternizing with students.

I teach nursing and part of that educational process is to go to a health care institution with a group of students and a faculty member. Students get to apply new knowledge as they learn to take care of real people.
Part of being a professional is advising your supervisor that you will be absent or very delayed and as such we demand that students call the faculty member and let them know if the student is not coming--and so they are instructed to call the faculty's cell.
The important thing here is that the faculty puts limits on how that phone number is used. Students will honor boundaries when they are clearly communicated to them and consistenly enforced!
