What is the difference between an Agent and an Admission Representative?

Can an admissions rep who takes care of the admissions of prospective students who come to the actual school campus also speak to students outside the school like at an educational fair without being an agent?

An agent conducts business outside of the school. An admissions representative operates inside the school. The agent operates just as the term suggests. They can conduct business, accept enrollments, and sign on behalf of the school.

You are correct! An agent conducts business outside the institution and must be licensed by CIE.
