Why is it necessary for the catalog to be presented before enrollment if the students mind is made up and wants to join?

Yes, the catalog offers much more and needed information that must be disclosed to the prospective student. Not only the course descriptions and admissions requirements but information such as program outcomes, grading process and anti-discrimination polices. The enrollment agreement does not fully explain in depth the above mentioned.
Yes, everything from admissions requirements for a program, to course descriptions can really help to ensure a prospective student is making an informed decision. Otherwise, some students could be surprised with course content as often they are not fully aware of all the background needed for a given career path.
