Does the federal government request a proposal for the program, necessity and cost effectiveness. I do not think so.
1st) The Institution is not directly involved with the loan. Of course as an intermediary under a sworn statement that guarantees the student is reliable. This should not be the case. The point of the matter that student will wind up with a $35,000.00 Loan with no jobs available. Next the credit reference and loan deferment.
The annual report would emphasize on black minorities the highest on loan deferment.
School owners or Program Director should establish a cross reference networking before advertising a program.

Title IV funding is dependent upon accreditation standards. Program offerings are determinate upon licensure and accreditation.
