I love this idea; I am going to introduce the Alumni Association program to my institution.
I think another great resource for a new school to get off and running would be the local Chamber of Commerce in your community. Many professionals will pass on the word especially for graduate programs. If they are not interested themselves, they will hopefully pass the word on.

It can be great advertising for your school but it says much more. You are involved and you care!
Community connections is huge! I think the more outreach and networking you do throughout your localized community, the more you learn about your organization and how well it is perceived.
