Hi Patricia I agree with you. This is what I think. In some cases I believe there might be situations when a student may need to use the phone. I even think that instructors may also need to use the phone. For example somebody may have a child in childcare and they know if childcare calls is because there is an emergency so the student/instructor may need to go outside to take the call. In those cases students being a little distracted because an student went outside the classroom is a trade off because nobody know when an emergency may happen. Let me know what you think
