It is important to engage every student, this will give you feedback as to what level of material each student is grasping
EVERY STUDENT IS IMPORTANT & IS PART OF A TEAM. AT THE BEGINNING OF EVERY NEW CLASS START I ADVISE THEM THAT I WILL BE TREATING THE ENTIRE CLASS AS MY WORK FORCE. IN ORDER TO MAKE IT IN THE REAL WORLD WE HAVE TO WORK TOGETHER, I HAVE TO KNOW THE STRENGTHS & WEAKNESS OF EVERYONE SO THAT EVERYONE CONTRIBUTES TO THE WORK LOAD AT HAND.
I completely agree with you. I have noticed that when I have encouraged silent students to participate and suggest they act as a leader in group discussions or assignments the student becomes more vested in the class. In one case not only did one of my students become more involved in the class but now I can get him to stop talking!
This helps keep the students engaged in the class when they feel respected by the instructor.

Many students are in career colleges after unscuccessful attempts in traditional schools. The large and impersonal classes they offer might have something to do with their lack of success. We also need to remember that we are both professionals in our fileds and mentors to our students. Most of them look up to us and appreciate all forms of communication and feedback. In addition, a little attention may be all it takes to get a student to take a more active role in class. It may even be enough to encouraage dissatisfied students to stay in school.

To make them feel like they are part of the class, during class activities I try to make my way to each group and speak with each student.
I like to give the students an inclass activity, and then pull each student up for a one on one meeting. We can discuss problems or concerns they are having, and I can use this time to get to know the students on a personal level, or use this time to tell them about some of the positives I have seen from them in the classroom or in their work.

So that each student feels like they matter. Most of us want to feel acknowledged and that we matter, so by interacting in some form or another with each and every student in your class, you are able to instill in them a feeling of importance or recognition.
This not only gives you a chance to make each student feel like they are a valuable member of the class, but also gives you a chance to bond with each student to continue to drive them forward in their education/career.

I agree with finding out why the student is quiet. Then there is opportunity to address an issue if one is present or if maybe they just need and ear if something else is causing the silence.
