If there is one definitive purpose for the TV pressure, then this is a closed ended question requiring a specific response. The second one is open to interpretation.

A sample of a closed question from Survey of Science: "What three scales are used to measure temperature?"
Here is the same question revised to an 'open' format: "Describe the similarities and differences among the three temperature scales discussed in class."
This example of an open question uses the comparison format and involves more than just recall to answer the question well.
Closed:Do you need to add a case to that patient's account?
Open; Why do you need to add another case to that patient's account?
Closed: What is the purpose of the Steno machine?
Open: How does the Steno machine translate into realtime?

Good examples of open ended questions. That closed ended question does leave room for interpretation. A better one would have a specific answer like, yes, no, white, circular, etc.
