New Position in Admissions but not an Admissions Rep

I have been promoted to Business Development Representative. In my role, I will secure non-title IV funding for students. I will also be responsible for organizing and developing relationships with state agencies, employers and military organizations to possibly create leads for Admissions Representatives. So why is agency traning a requirement?
